BERP Conference held in The Hague (June 2011)

In the framework of the Balkans Enforcement Reform Project (BERP), which is implemented by the Center for International Legal Cooperation, the Union Internationale des Huissiers de Justice (UIHJ) and the Open Regional Fund for South Eastern Europe of the German International Cooperation 40 experts from nearly all partners in the region gathered in The Hague on 20-23 June 2011 in order to assess preliminary results and challenges for the future of the reform of enforcement law systems in South East Europe.

In Memoriam: Slobodan Spasic (January 2011)

Much to our sorrow, we have been informed that our friend and colleague Slobodan Spasic unexpectedly passed away in the last week of 2010. Slobodan Spasic, a former judge at the Supreme Court of Serbia, was a prominent member of the Serbian working group for the reform of the enforcement system. On various occasions, the BERP-team had the pleasure to discuss the future of enforcement law in Serbia with Slobodan Spasic. Also in the area of regional cooperation Slobodan Spasic participated a number of times in regional expert meetings on monitoring & control and the Transition Road Map. At the end of November 2010, the regional expert group met at the Montenegrin seaside to discuss the challenges of transparency of assets. As it turned out, this proved to be the last occasion of cooperation between Slobodan Spasić and BERP. Serbia, the Western Balkans region and BERP have not only lost an excellent lawyer and advocate of enforcement law reform, but also an appreciated colleague and a dear friend.

Kosovar Working Group reform of enforcement law visited the Netherlands and Belgium (October 2010)

Between 18 - 22 October 2010, a Kosovar working group, entrusted by the Minister of Justice with the reform of enforcement law, visited the Netherlands and Belgium. The working group consists of high-level representatives of the Ministry of Justice of Kosovo, the Kosovar Judiciary, attorneys-at-law and university professors.

Position and role of court bailiffs in Bosnia & Herzegovina discussed in Banja Luka (September 2010)

For the first time ever, the position and role of court bailiffs in Bosnia & Herzegovina was discussed during a national conference conducted on 28 September 2010 in Hotel Bosna in Banja Luka. Since 2008, a working group for enforcement under the auspices of the High Judicial and Prosecutorial Council (HJPC) of Bosnia & Herzegovina, has been developing proposals aimed at making enforcement proceedings in Bosnia & Herzegovina more effective and efficient.

Conference "Enforcement Reform in Kosovo: A Call for Systemic Reform"

On May 26, 2010, the USAID Systems of Enforcing Agreements and Decisions (SEAD) Program and Balkans Enforcement Reform Project (BERP) organized a conference entitled "Enforcement Reform in Kosovo: A Call for Systemic Reform." The purpose of the conference was to focus attention — both in the public media and among the legal community — on the crisis that currently exists in the enforcement of civil court judgments in Kosovo.

Roundtable "Reform on enforcement Law in Montenegro" (June 2010)

On Friday 4 June 2010, the Ministry of Justice of Montenegro in cooperation with BERP organized a roundtable to present the main features and the context of the new enforcement system. Around 45 representatives from the judiciary, civil society and other governmental agencies attended the roundtable. Also journalists from a couple of newspapers as well as representatives from two national TV channels were present.
