Countries of the Western Balkans participated in UIHJ Permanent Council in Glasgow (May 2010)

On 6 and 7 May 2010, the Union Internationale des Huissiers de Justice (UIHJ) held its annual Permanent Council meeting for its European and North American members. This year the meeting was organized in Glasgow by the Society of Messengers-At-Arms and Sheriff Officers of Scotland.

Kosovo Justice Support Program Supports Professional Development of Execution Clerks (February 2010)

On February 10 and February 12, the Balkans Enforcement Reform Project - together with the USAID Justice Support Program - launched the Intermediate Training Program for the civil execution clerks of the Kosovo courts.The nine-module training program is organized in cooperation with the Kosovo Judicial Institute. The program will run on a monthly basis from February to November 2010, except in July and August.

MID-TERM EVALUATORS REQUESTED (March 2010)

The "Balkans Enforcement Reform Project (BERP)" started on 1 January 2009 and will run until 31 August 2011. For a project of this magnitude (budget 2.5 mln. Euro) it was planned from the beginning and also stipulated in the project proposal to organize an external evaluation mission in the middle of the project. For this evaluation mission BERP will select and contract an independent evaluation team.

Transition Road Map and Manual on Monitoring & Control published (January 2010)

Within the framework of BERP the development of several regional manuals, containing standards for the profession, was anticipated. The first two manuals, the Transition Road Map and the Manual on Monitoring & Control, have now been completed and have been published on the BERP website (see Regional Cooperation).

Enforcement Law System in Kosovo in need of support (October 2009)

During a two-day round table, held on 7-8 October in Prishtina, representatives of the Kosovar Government, judiciary, utility companies, banks and the donor community have discussed the shortcomings of Kosovo's present enforcement law system and elaborated on a number of recommendations for the improvement of the system at the short-term and mid-term.

Partners in Bosnia & Herzegovina embrace Training Needs Assessment (September 2009)

The Training Needs Assessment BERP prepared for Bosnia & Herzegovina, was very much welcomed by Bosnian court bailiffs and enforcement judges. The document was prepared in the spring and officially presented during a roundtable in Doboj on 15 and 16 September.

Working Group of the Ministry of Justice of Montenegro visits the Netherlands (August 2009)

Between 3 and 7 August 2009, the working group of the Ministry of Justice of Montenegro, entrusted with the preparation of legislative amendments for the reform of enforcement law visited the Netherlands. The group consists of counsellors from the Ministry of Justice, two judges from the Supreme Court and the commercial court and a representative of the Bar Association.
