Delegation from Serbian Ministry of Justice visited the Hague and Rotterdam (June 2010)
The delegation, headed by Assistant Minister of Justice Mr. Vojkan Šimić, met with representatives of various Dutch institutions like the Royal Organization of Bailiffs (KBvG), the Bureau for Financial Supervision (BFT) and the Disciplinary Board for Bailiffs (Deurwaarderskamer). During these meetings the role and functioning of these institutions within the Dutch enforcement system were explained to the Serbian delegation, which consisted of members of a broader working group in Serbia, entrusted with the development of a more efficient and more effective enforcement system.
Furthermore, the Dutch experts, including BERP key expert Mr. Jos Uitdehaag, provided some concrete advise to the Serbian delegation with regard to the draft for a new Enforcement Code, which is currently under discussion. The draft law foresees the introduction of a liberal system of enforcement agents, which will become the dominant model in the region in the years to come. During the stay in the Netherlands, the Serbian delegation also met with Mr. Leo Netten, president of UIHJ, who made a presentation on the role of UIHJ and the way Serbia could cooperate with and ultimately become member of UIHJ. Finally, in order to give the Serbian law-drafters an idea on how the Dutch enforcement system functions in daily practice, two enforcement offices in The Hague and Rotterdam were visited. BERP sincerely thanks Flanderijn-Bakhuis in The Hague and GGN Maas-Delta Rotterdam for their kind cooperation during the study visit.
