Roundtable "Reform on enforcement Law in Montenegro" (June 2010)

On Friday 4 June 2010, the Ministry of Justice of Montenegro in cooperation with BERP organized a roundtable to present the main features and the context of the new enforcement system. Around 45 representatives from the judiciary, civil society and other governmental agencies attended the roundtable. Also journalists from a couple of newspapers as well as representatives from two national TV channels were present.

The roundtable was opened by Minister of Justice Mr. Miras Radovic, who explained the reasons behind the present reform efforts. On behalf of BERP, Mr. Vincken referred to the judicial reform strategy and outlined the process of the cooperation  between BERP and the Ministry in this area.

BERP Key expert Mr. Jos Uitdehaag focused on the context of the reform: the European standards from the EU and more in particular those of the Council of Europe. The other BERP expert professor Nebojsa Sarkic from Belgrade placed the reform in the context of the Montenegrin legal traditions and highlighted the main characteristics of the new system and the reasons behind some of the choices of the Working Group for the reform of enforcement law. The entire working group attended the meeting.

After a coffee break, Ms. Julka Badnjar informed the audience of the role of the courts in the new system, after which Mr. Vincken and Mr. Uitdehaag gave an outline of the challenges ahead during the process of implementation of the new system.

After a number of remarks and questions the roundtable could be closed. The roundtable proved to be a good start for advocating the new enforcement system in Montenegro.
